Rashtriya Udyamita Vikas Pariyojana: Empowering Entrepreneurs Across India

In February 2024, the Ministry of Skill Development and Entrepreneurship launched the Rashtriya Udyamita Vikas Pariyojana, a significant initiative aimed at uplifting street vendors and small shopkeepers across the nation. This project, also known as the National Entrepreneurship Development Project, seeks to empower individuals through skill enhancement and comprehensive support.

Key Features:

1. Udyamita Kendras: Utilizing existing infrastructure like Pradhan Mantri Kaushal Kendras and Jan Shikshan Sansthans for enhanced accessibility and convenience.

2. Mentoring and Handholding Support: Entrepreneurs will benefit from focused business and technical mentoring, along with infrastructure support and industry connections.

3. Training for Trainers (ToT): Creating a skilled pool of trainers and mentors through a rigorous selection process to ensure quality guidance.

4. Curriculum Alignment: Tailoring training modules to meet the specific needs of PM SVANidhi beneficiaries, aligning with their goals and aspirations.

5. Assessment and Certification: Providing both online and offline assessment opportunities leading to certification endorsed by Skill India, NIESBUD, or IIE, enhancing the credibility and value of the training.


1. Pilot Phase: The project will commence its journey through 20 Centers of National Institute of Entrepreneurship and Small Business Development (NIESBUD) in Noida and 10 Centers of Indian Institute of Entrepreneurship (IIE) in Guwahati.

2. Trainer and Mentor Pool: NIESBUD and IIE will spearhead the creation of a proficient pool of trainers and mentors. Representatives from various sectors like government, PSUs, industries, banks, and successful entrepreneurs will engage with trainees, offering invaluable insights and guidance.

3. Udyamita Kendra: Leveraging expertise from esteemed institutions like NIESBUD, IIE, and others, the project will establish Udyamita Kendras. These centers will enrich entrepreneurship training programs with a wealth of knowledge and practical insights.

4. District-Level Focus: Initial implementation will focus on selected districts, with a special emphasis on ensuring 40% participation by women. A robust monitoring mechanism will ensure progress tracking, impact assessment, and adherence to quality standards.

Impact and Future Prospects:

The launch of Rashtriya Udyamita Vikas Pariyojana underscores the government's multifaceted approach to skill development. Alongside initiatives such as the modernization of Industrial Training Institutes (ITIs) and the establishment of the Skill India Digital (SID) Platform, this project aims to provide flexible skilling opportunities accessible nationwide.
